Supplies you will need:
An image. Now I am using this png image but
you may use another. This is an image of Judy
Landers, an actress who was better known
in the late 70's and early 80's:

Open up the image you are going to use in your
psp. Use shift D to make a copy and then close
out the originals.
First we are
going to work on the hair. Choose your freehand
selection tool (looks like a lasso on the tool
bar) On the tool options choose point to point
selection, 0 feather and check off antialias.

You want to select all around the outside of the
hair. Now since we are using an image without a
background you don't have to worry too much
about cutting out the background. If once you
are finished and you notice you missed hold your
shift key and select it as well with your free
hand and it will keep the original selection
along with the new.
Now go under
selections, feather 2, this way you won't have
hard edges.

Go up to Colors,
colorize and choose the settings below. Now
this is to change it to the dark red hair
color. If you want a different color then
you'll need to play with the settings. Click
ok.

Do not deselect. While still selected go
under Colors, adjust and choose
Brightness/contrast. Use the settings below.
Deselect.

Now we are going to repeat
the process with the dress. Use your free hand
selection tool with the same settings as above
and cut out the dress. Then feather the
selection as above.

Go up to Colors,
colorize and choose the settings below. Now this
is to change it to the green dress color. If you
want a different color then you'll need to play
with the settings. Click ok.

Do not deselect. While still selected go
under Colors, adjust and choose
Brightness/contrast. Use the settings below.
Deselect.

Now we are going to play with eye color. This
is the trickiest part. Go up to Effects,
Enhance Photo, Red Eye Removal. Use the Auto
Human Eye. I choose Green number 7 but you
can use other colors. Zoom in to 3:1 so that
way you can see the eyes better. Click on one
eye and adjust it size wise to match the eye.
This one I'm afraid is a play with to get
right. There is no quick and easy settings.
Below are the settings I used for what can be
adjusted but the actual placement and size
you'll need to do yourself. Go back and forth
on the zoom to make sure all looks good before
hitting ok.

And you are done. I know it looks as if the
skin tone was changed in this but it wasn't.
Just goes to show how much hair and eye color
along with clothes can make a difference. Now
she looks more like her sister Audrey Landers.
